Third Quarter Employment Situation Analysis and Think Tank Construction Seminar Successfully Held

For further insight into the new changes and new trends of employment market in China, to strengthen and promote employment major issues in the field of research and decision-making support, China Institute for Employment Research successfully held "the third quarter employment situation analysis and think tank construction seminar", on October 18th, 2015 in the first meeting room in Yifu Hall. The government representatives attending the meeting are: Pu Yufei, Director of Director of Employment and Income Allocation Department, National Development and Reform Commission, Zhang Zhibin, Deputy Director of Population and Employment Statistics Department, National Bureau of Statistics, Sun Zhongzhen, Chief of Director of Employment and Income Allocation Department, National Development and Reform Commission, Guo Cheng, Chief of Employment Promotion Department, National Ministry of Human Resources and Social Security.International organizations representatives attending the meeting are: Klaus F.Z immermann, Director of The Institute for the Study of Labor, Corrado Giulietti, Deputy Director of The Institute for the Study of Labor, Li Qingyi, Beijing Bureau of the Project Officer, The International Labor Organization, The academic circles, institute, association representatives attending the meeting are: Liu yanbin, Dean of Chinese Academy of Labor and Social Security, Lai Desheng, Dean of School of Economics and Business Administration, Beijing Normal University, Zhang Youyun, Executive Vice President of China Association for Employment Promotion, Tian Xiaobao, Vice President of The China Association For Labour Studies. Professor Wang Liming, Executive Vice President of Renmin University of China, attended the meeting and delivered a speech. Professor Yang Weiguo, Dean of SLHR, Professor Zeng Xiangquan, Director of CIER, Professor Zhao Zhong, Yi Dinghong, Cheng Yanyuan, Researcher Ding Dajian, Associate Professor Ge Yuhao, Su Zhongxing, Tu Yongqian, Assistant Professor Wang Fei, Zhang Wei, etc., also participated in the meeting. The meeting was hosted by Professor Yi DingHong, Dean of Labor Economy of School of Labor and Human Resources, Renmin University of China.

In conference speech, Executive Vice President Wang Liming congratulated the achievements made by China Institute for Employment Research in ten years, and give the full affirmation and praise, and also put forward higher requirements for the future work. He said, China Institute for Employment Research, founded by professor Zeng Xiangquan since 2004, has played an important role for the Chinese labor market research, especially for the national employment policy decision-making. Since the financial crisis in 2008, the institute has held a quarterly analysis of China's employment in each quarter, deeply analyzed and scientifically predicted the employment situation in China, and provided a very important reference for the national employment market measures. So far, Employment Research Institute has been published 5 "Chinese employment strategy development report "and 26" Chinese employment Quarterly ", and take the major and key project of national social science fund, the ministry of education of philosophy social science major research projects, the world bank and the International Labor Organization (ILO), and a series of important research subject. He hopes the research on the basis of previous achievements continue to forge ahead, and gives the high expectations on China think tank construction. Finally, Executive Vice President Wang Liming wish China employment in the future to make greater progress, really create a national level think tank, which at home and abroad have a considerable impact on labor employment.

This meeting is divided into two stages: the morning and the afternoon. The first half for the third quarter employment situation analysis, the second half for the discussion of the construction of employment think tank.

Morning, China Institute for Employment Research released the " CIER index report" and "the strategy of China's employment report 2015: China's quarterly analysis of employment, since the financial crisis", the representative had carried on in-depth analysis and discussion about the employment situation in the third quarter

Researcher Ding Dajian described the main content of the CIER index report. This year, the international situation has become increasingly complex, which has become a big challenge for China, the country which faces on growth phase shift, structural adjustment pains and stimulus digestion period at the same time. In the third quarter of this year, China's economic growth continued to slow, according to the report, CIER index has risen from 2.03 in the second quarter fell by 1.96, that employment market in labor demand is still more than supply, but the employment market overall has tend to tense situation. From the view of the employment needs of the different regions, different industries and enterprises of different nature, growth in demand for emerging services such as Internet and financial recruitment continued to lead, and industries such as manufacturing, real estate, state of labor demand remains sluggish. In addition, the urbanization is detonated three lines following the city's employment needs.

Director Zhang Xiaoguang delivered a speech entitled "Report Human Resources Situation in Suzhou Industrial Park in the Third Quarter of 2015”. Firstly, he analyzed human resources index of the park in the third quarter of 2015 and market data, pointed out Park human resources demand index, supply index had decreased greatly, to the lowest level in nearly three years,although human resources supply and demand still balanced, the total matching index had decreased significantly. Finally, he made predictions on human resource situation of the fourth quarter of 2015, thought that the recruitment plan of the traditional manufacturing enterprises will be relatively sluggish, the demand for talent in internet field, finance and other modern service industry will be more exuberant, and the enterprise artificial cost may have the potential to slow down.

Klaus F.Z immermann, Director of The Institute for the Study of Labor, delivered a speech entitled " Labor Market Policies: Lessons from Germany”. In the speech, professor Klaus F.Z immermann carried out in-depth analysis and introduction about the problems that the German labor market faced before, and the policy made by German researchers to deal with the problems. F. Zimmermann Klaus on the German labor market before the problems faced, as well as the introduction of the German researchers to deal with the policy carried out in-depth analysis and introduction. In the end of the speech, he made a concluding about the experience of labor market reform in Germany, including: Economic difficulties are the friend of labor market reforms; Program evaluation with counterfactual analysis is key; The successful reforms in Germany are a prime example for the power of evidence-based policy making; No one-size-fits all solution, but other countries should closely investigate the “German model” and adapt it to their own needs. Finally, he sincerely wishes China Institute for Employment Research will make greater achievements, and look forward to further cooperation between the two sides in the future.

In the second half of the meeting, China Institute for Employment Research reviewed the results that was made in the last ten years, the delegates had carried on the thorough discussion for the institute plays a role of think-tank, and proposed a series of suggestions.

Kang Yue, General Manager of the Human Resources Company of Suzhou Industrial Park, delivered a speech entitled “The Review of the Construction of Human Resource Index”, He reviewed the cooperation between Suzhou Industrial Park and China Institute for Employment Research since 2004, listed examples include the Construction of Human Resource Index and the Application of Human Resource Index to illustrate that the researches of the institute had made outstanding contributions to the development of Suzhou Industrial Park. Hao Jian, Senior Human Resources Consultant of Zhilian Zhao Pin, delivered a speech entitled “big data applications for recruitment platform”. He argued that in the future Zhilian Zhao Pin will establish more close cooperation relationship with the institute in order to make a breakthrough in the field of big data applications and research.

Professor Zhao Zhong, made a report entitled "The internationalization of the construction of a think tank". In the report, he defined the concept of international construction of think tank, and stressed the importance of think tanks. He believed that the construction of a think tank should base on data, with the help of standardized and reliable research methods, only in this way could fundamentally promote the research on the  long-term law and basic issues. Finally, he emphasized the importance of international cooperation and exchanges: international cooperation is conducive to enhancing the level of think tanks, broadening research horizons and understanding of international demand.

Zeng Xiangquan, director of the China Institute for Employment Research, made a report entitled "Review and Prospect of China's Employment Research Institute in ten years". Firstly, director Zeng Xiangquan reviewed the results of the China Institute for Employment Research in ten years. Professor Zeng Xiangquan also talked about the current and the future challenges of the work of the the China Institute for Employment Research, mainly includes: the government demand for employment think tank needs to be further clarified, the construction of foundation platform to be improved, specialization and internationalization degree insufficient etc. He said that in the future, the China Institute for Employment Research will continue to work hard to enhance their international level, in order to better serve the country and the society.

He outlined the five key development direction for the institute’s future development: (1) provide a major policy consultation and service for the government; (2) set up employment think-tank construction platform; (3) release various research reports to the community; (4) in collaboration with international institutions, service for China's internationalization strategy; (5) set up employment think-tank professional talent training base.

Pu Yufei, Director of Director of Employment and Income Allocation Department, National Development and Reform Commission, gave a high evaluation of this meeting and made full recognition of the achievements. He thought, deepening and perfecting the related studies, had played an important role for the development of China's economy and the introduction of the government policy. He also put forward some suggestions for the institute’s future development: to make in-depth analysis of the impact mechanism and relationship between the real economy and labor market; China's employment situation should be analyzed from three perspective, including jobs create capacity, the mobility of the labor market, job matching ability. In the downward trend of the economy,  the institute should further analyze the hysteresis differences in theory and practice showed by job creation capacity, and focus on the labor flow's influence on the market, between industry, between regions, between labor and non labor. In the process of data analysis, he put forward to combine point, line and macro data, at the same time to use the related statistical techniques to eliminate quarterly and the influence of other factors, make analysis and conclusion has more explanatory power and influence. He hopes that the study will be able to achieve greater success in the future, better play its role in the think tank.

Zhang Zhibin, Deputy Director of Population and Employment Statistics Department, National Bureau of Statistics, first published his views about the employment situation of the third quarter. He thought our country's employment market is in a steady state: the unemployment rate has not increased significantly, the overall level of enterprise employee is still stability. He affirmed the China's Employment Research Institute made outstanding contributions to the the construction of the think-tank, and clear the importance of think tank building in the field of employment policy. He thought that the data is the basis of the think tank, stressed the importance of data collection and research. In the employment research work, the National Bureau of Statistics will further strengthen cooperation with the China's Employment Research Institute. Finally, he pointed out that think tank construction should adapt to the situation, explore innovation, and make full use of big data, broaden the sources of data to cover a larger range, to ensure the scientific and authoritative of the research.

Guo Cheng, Chief of Employment Promotion Department, He believes that the current employment situation is very complex, generally stable, but still has problems, cover rate is declined than the same period, the demand of the whole market still weak. When it comes to the construction of a think tank, he thanked for the efforts made by the institute, and made a high evaluation of the work of the institute. China's Employment Research Institute, led by Professor Zeng Xiangquan, brought together a group of academic elites, built a high-end platform, produced a set of research results, held a series of academic seminars, constructed a set of CIER index, has played an important role in the study of Chinese employment. He believes that in the current context, the needs of national construction of think-tank becomes more and more urgent, the professional team represented by professor Zeng Xiangquan will make greater contribution.

Li Qingyi, Beijing Bureau of the Project Officer, The International Labor Organization, She reviewed the cooperation between the International Labor Organization and China Institute for Employment Research, gave high evaluation about institute research work, though that China Institute for Employment has become an important partner of international labor organization in China.And then, she was grateful for the cooperation between the school of labor and human resources, the China Institute for Employment Research and the international labor organization in recent years, but also has full of expectation for the future cooperation. She made suggestions on the future research fields of employment, and hoped more attention to the quality of employment, and the employment situation impact on the labor relations and worker rights, etc.

Zhang Youyun, Executive Vice President of China Association for Employment Promotion, for the construction of tanks she put forward the following views: (1) whether in the domestic or international perspective, the necessity of think tank construction is self-evident; (2) the social justice is an important problem must be solved in the progress of changing the mode of economic development and promoting the upgrading of industrial structure, think tank construction should also take social justice as the core; (3) Chinese think tank construction should be self-sufficient, look around the world, set up the power consciousness; (4) promote the reform deepening, maintain the independence and openness of the think-tank, achieve specialization and internationalization; (5) learn from the experience of other countries, the decision should be closely linked with the current social and economic problems.

Tian Xiaobao, Vice President of The China Association For Labor Studies, thought that a good think tank should have concentration, motivation, vitality and potential. Concentration is that, under the pressure of the economic downturn, due to the relatively stable, sustainable positive employment policy, legal system, culture system, employment is relatively stable. Motivation refers to insist on reform and opening up, promote economic development, increase employment. Vitality is derived from the mass entrepreneurship and innovation. Potential depends on the upgrading of professional skills of Chinese labor force. Finally, Tian Xiaobao thought, in the sense of responsibility, the China Institute for Employment Research will be able to better play its role in the high-end think tank.

Liu yanbin, Dean of Chinese Academy of Labor and Social Security, put forward his own views on the construction of think tanks: (1) think tank construction is necessary and urgent, of great significance to study; (2) on the positioning of a think tank, is to study strategic and long-term problems, use global vision to construct, become independent and international; (3) the goal and content of the tank should be based on the national level, serve for the government's macroeconomic policy; (4) the construction of tanks should adopt the method of applied science, put forward the suggestion on the basis of academic construction; (5) think tank construction requires data, information and first-class talents as support, experts and scholars should participate in the process of policy making as far as possible, think tank should also have international communication platform.

Finally, Director Zeng Xiangquan and Dean Yang Weiguo made a summary of the meeting.

After reviewing and sorting the meeting, Professor Zeng Xiangquan, Director of Chinese Employment Research Institute, proposed some thoughts on the trend of labor market and future research: (1) the analysis and research of the Chinese labor market needs to be based on reality, clears concepts and indicators, innovates methods and measures (2) the "double down" on the one hand is the result of the economic downturn, but on the other also provides an opportunity to promote structural adjustment and the reform of the labor market; (3) the German experience has important enlightenment to us, particular in the timely adjustment of labor market flexibility, and strengthen policy evaluation; (4) in the analysis of data, we need to improve the data, analyze of the underlying causes of the problem, also observe the effects of cyclical factors of data; (5) the internet's influence on the labor market is complex, not simple generalisations; (6) to break through the traditional concept of number, further study the influence of the quality of employment on the labor market, the evaluation and improvement of the quality of employment will be the key research direction in the future; (7) pay attention to the study of labor cost. under the background of China's rising labor costs, through the tax cuts to reduce the burden on enterprises and regulate the labor cost should be take into consideration.

Finally, Dean Yang Weiguo made a summary statement of the meeting. Dean Yang expressed gratitude to the leaders and experts at the scene, and expressed his respect for people of all walks of life, to support the construction and development of the school. Then, he put forward the idea of college construction think tank. He thought the construction of the college think tank should build partnerships between government, academia, enterprises, build an international and domestic partnerships, better play an important role in the think tank.
