The 2015 Second Quarterly Review of Employment in China Was Held Successfully in RUC
On July 10, 2015, China Institute for Employment Research successfully held 2015 First Quarterly Review of Employment in China at Room 347 of Qiushi Building, RUC. Zhang Ying, Deputy Director of Department of Employment Promotion of Ministry of Human Resources and Social Security, Kang Yue, General Manager of the human resources company of Suzhou Industrial Park, Li Qiang, Wang Yixin, Huang Ruoshan, Executive Director and Supervisor of Marketing and Communication Department of Zhaopin group, Yang Qi, policy specialist of Alibaba, Etc. was invited to attend the seminar.
Professor Yang Weiguo, Dean of SLHR, Professor Zeng Xiangquan, Director of CIER, Wu Zijiang, Deputy party secretary of SLHR, Geng Lin, Ge Yuhao, Tu Yongqian, Zhang Hao, Wu Qiang, Shi Zhenzhen, Wang Hui, Shan Zhixia, etc., also participated in the meeting. The meeting was hosted by Researcher Ding Daqian.
In panel discussion, deputy researcher Geng Lin gave a speech entitled “The Analysis of 2015 Second Quarter Chinese Employment Situation and the Prediction of the Third Quarter”. Main conclusion of the report: (1) CIER index of the second quarter went downward, from 2.46 in Q1 to 2.03 in Q2; (2) CIER index of different industries varied a lot; (3) for regions, employment pressure from top to bottom were western area, Middle area and east area; (4) the average number of applicants and demand in tier one countries was significantly higher than that of in tier two countries; (5) for company size, CIER index from the lowest to the highest were large companies, middle companies, micro companies and small companies; (6) for company type, CIER index from the lowest to the highest were representative office, state organ, public enterprise, public institution, foreign-owned company, state-owned enterprise, joint venture, joint-equity enterprise, other enterprise and private enterprise; (7) excluded seasonal influence and tendency, CIER index was predicted to go down, which should be paid attention by the government.
Wu Xingyan, General Manager Assistant of the human resources company of Suzhou Industrial Park, delivered a speech entitled "Report Human Resources Situation in Suzhou Industrial Park in the Second Quarter of 2015”. Firstly, she analyzed human resources index of the park in the second quarter of 2015 and market data. She found that in the second quarter, the demand index decreased a lot, while the supply index increased significantly. The human resources market feature and graduate employment situation indicated that: (1) IT/ Internet, service, bio-chemistry industries enjoyed rapid development, while traditional manufacturing industry required less labor; (2) demand of small and micro companies increased significantly, while demand of large and middle companies was weak; (3) in the recent 3 years, salary went up year by year, while the labor cost of companies only increased a little bit; (4) salary of high-tech industry was the highest; (5) companies in the park had high demand for fresh graduates. Finally, she made predictions on human resource situation of the Park of the third quarter of 2015: The recruiting demand of manufacturing companies will experience significant decrease. Recruiting demand of service and high-tech industry go up, with companies in service industry will have the largest increase.
CIER Director Zeng Xiangquan made a speech entitled “The Analysis of 2015 Second Quarter Chinese Employment Situation Based on the Internet Data from”. Main conclusion of the report: (1) recruiting positions in tier one countries and middle countries in tier two countries were in short supply; (2) the situation of short supply was significant in traditional processing and manufacturing industry, while competition in internet and finance industries was mild; (3) position match in different regions varied, with competition in capital cities in east and middle regions lower in west and north-east regions higher; (4) with the increase of company size, the total demand and supply went higher; (5) competition of positions of marketing, sales, internet product/ operation was mild, while competition of positions of administration, traditional technical operation was more intense; (6) analysis of supply and demand in typical cities of Beijing, Wuhan, Hefei showed: the supply and demand structure of Beijing can meet the demand of industry development;the supply and demand structure of Wu Han can basic meet the development; the supply and demand structure of Hefei need improvement.
CIER quarterly index kept decreasing and the employment situation was stable; (2) The recruiting demand increased with economic growth, which was in line with theoretical hypothesis; (3) The differences between competitive pressures of employment among industries and occupations further shrank in this quarter, and influence of institutional factors still exited; (4) The differences between inter-city and inter-regional competitive pressures of employment shrank in this quarter. The employment situation of east, central and west regions, and second-tier and first-tier cities was upside down, which became normal; (5) The competitive differences among different kinds of companies reflected job seekers’ pursuit for stable jobs.
Yang Weiguo made a speech entitled “Analysis of Chinese Employment Policy”. Main conclusion of the report: (1) “objective measurement” classified, organized, quantified and synthesized the employment clauses. Typical example was the index of OECD Employment Protection Act; (2) from the perspective of HR, risk of human resources policy has decreased. In the meantime, HR managers haven’t improved their recognition of the risk of human resources policy; (3) from the worker’s perspective, worker’s recognition of the risk of human resources policy matched better with actual risk.
After that, in the free talk period, participants spoke highly of the seminar and exchanged their viewpoints on employment trend.
Finally, Professor Zeng Xiangquan made a summary of the meeting. (1) Facing the risk of the increase of recessive unemployment in state-owned enterprises and periodical decrease of CIER index showed the downturn of employment market caused by lower economic growth. The seminar has reached a lot of alignments and provided evidence for policy making; (2) with the tighter total employment, the structural problem was more obvious; (3) although past researches showed that the influence of technical transformation on employment was neutral, changes on technology decreased employment stability and increased conflicts of different groups of people. Finally, to meet the demand of analyzing and predicting employment market, CIER and need to went into deeper cooperation and create better products based on big data for government, applicants and recruiting compaies.
