The 2014 Second Quarterly Review of Employment in China Was Held Successfully in RUC

On July 11, 2014, China Institute for Employment Research successfully held 2014 Second Quarterly Review of Employment in China at Room 347 of Qiushi Building, RUC. Deputy Director of Department of Employment Promotion of MHRSS Zhang Ying, Deputy Director of Department of Population and Employment Statistics Zhang Zhibin, representative of Deputy Director of Department of Employment and Income Distribution, National Development and Reform Commission Guang Bo, Staff of Talent Exchange Centre, Ministry of Industry and Information, Cai Shiduo, Li Yanru, Director of Executive Office of Suzhou Industrial Park, Human Resources Development Co., LTD, Lin Min, etc, attended the meeting at invitation. Dean of SLHR and Director of CIER, Professor Zeng Xiangquan, Director of Data Center of SLHR and CIER Researcher, Ding Dajian, and other research staff, Geng Lin, Ge Yuhao, Yang Yumei, Wu Jinyu, etc., also participated in the meeting. The meeting was hosted by Professor Tang Kuang, Party Secretary of SLHR.

First, researcher Ding Dajian gave a speech entitled “The Analysis of 2014 Second Quarter Chinese Employment Situation Based on the Internet Data from Zhaopin.com and Market Data of Suzhou Industrial Park”. To begin with, he gave a brief review of employment situation in the first quarter of 2014 and described the online recruitment data. Then he went into detailed analysis of employment situation of the second quarter, the reason why CIER index changed, employment situation of different industries, occupations, regions (large and medium-sized cities) and different kinds and sizes of companies. He believed that the changes of CIER index of the second quarter of 2014 had the following features: (1) CIER quarterly index showed seasonally steady decrease and employment situation was stable; (2) The recruiting demand fluctuation had larger decrease compared with last year, which may reflected fluctuation and stabilization of economic situation; (3) The differences between competitive pressures of employment among industries and occupations shrank in this quarter, and influence of institutional factors still exited; (4) The differences between inter-city and inter-regional competitive pressures of employment shrank in this quarter, east-central-west regions, first-tier and second-tier cities had no significant increase;(5) the competitive differences among different kinds of companies reflected job seekers’ pursuit for stable jobs.

Afterwards, Director Lin Min delivered a speech entitled "Report on the Second Quarter of 2014 Human Resources Situation in Suzhou Industrial Park”. Firstly, she analyzed human resources index in the second quarter of 2014 and human resources market features. She found that: (1) In the second quarter, the demand index in the Park was 3721%, which was a little bit higher than that of last quarter and increased by 625% compared with that of the same time in last year. This indicated positive economic perspective; (2) the supply index was 549%, which was 191% lower than that of last quarter, which made companies with large labor demand had difficulties in staff recruitment; (3) in the second quarter, the labor supply of the whole Park had a certain growth compared with the same time in last year; (4) in the second quarter, the match index of the whole Park was 149% which showed 98% drop compared with last quarter and 92% drop compared with the same time in last year. She then analyzed the human resources market features and labor usage of graduate students in the second quarter and found that: (1) the recruitment demand of finance, IT/ Internet and biomedical industry had decent growth, while demand in real estate industry slowed down; (2) private enterprise showed strong growth, while state-owned enterprise showed contraction in demand; (3) the labor cost in 2014 raised in limited amplitude, and the proportion of salary raise decreased compared with the same time in last year; (4) with the implementation of Provisional Rules of Labor Dispatch, the involuntary turnover rate of dispatched employees went up; (5) with the incoming graduation period, high-tech industries such as biomedical, nanometer, cloud computing, and so on showed stronger ability to absorb graduate students, which indicated more intensified transformation and upgrading of companies in the Park.

At last, she made predictions of human resource situation in the third quarter of 2014: compared with the same time in last year, recruitment plans of companies in Suzhou Industrial Park will have a certain growth, which will indicate economic rebound and abundant confidence of the market.

CIER researcher Yang Yumei gave a speech entitled “The Analysis of Job Hunting Intensity of All Quarters in 2013 Based on the Preliminary Conclusions Drew from Internet Data from Zhaopin.com.

She analyzed 67196 valid data samples and measured job seekers’ job hunting intensity by counting how many times a job seeker submits his/her resume in a quarter. She found: (1) the job hunting intensity in the second and fourth quarter was relatively higher, while the intensity in the third quarter was the least; (2) in the first and the fourth quarter, more young people sought jobs (which may result from more graduate students beginning their job seeking), while those with a few years’ work experience and considered changing a job at the end of year or the beginning of the next year started to seek new jobs in the third quarter; (3) job hunting intensity was influenced by some individual characteristics and work characteristics: job seeker’s education background, occupation, current work status and region had strong influence to job hunting intensity; while the school a job seeker graduated from, industry and salary had little influence to job hunting intensity; the gender of a job seeker had no significant influence on job seeking intensity.

CIER deputy researcher Geng Lin gave a speech entitled “Integration of Beijing, Tianjin, and Hebei and Talent Development Strategic Conception”. She first briefed the background of how Integration of Beijing, Tianjin, and Hebei was determined as a national strategy, the ongoing top-level design, and the collaborative policies which was already grounded. She then focused on a few issues of talent development integration of Beijing, Tianjin, and Hebei: (1) in promoting Integration of Beijing, Tianjin, and Hebei, central authority should take on the responsibility of general control and also consider collectively managing financial allocation, and implementing incentive policies promoting flow of talents; (2) under the background of the strategy of Integration of Beijing, Tianjin, and Hebei, Ministry of Human Resources and Social Security should lead the establishment of talent service supporting system, including setting up talent synergy mechanism and talent integration demonstration area, etc.; (3) in talent integration demonstration area should be equipped with sophisticated human resources management system with talent attraction, mobility, assessment, motivation and appraisal institutions; (4) Hebei province should consider establishing incentive fund that aims to attract talents from Beijing and Tianjing, which can be co-funded by the central authority and the local government; (5) resources should be integrated and “Talent Collaborative Innovation of Integration of Beijing, Tianjin, and Hebei Research Institute” should be set up to provide a long-term platform for researches on talent development strategies of Integration of Beijing, Tianjin, and Hebei. Long-term and in-depth talent development strategies of Integration of Beijing, Tianjin, and Hebei can be carried out, regular seminars can be held, and regular “Report of Talent Strategies of Integration of Beijing, Tianjin, and Hebei” can be released relying on this platform.

After that, in the free talk period, the Deputy Director Zhang Ying, Zhang Zhibin and so on spoke highly of the seminar and exchanged their own viewpoints with the experts based on the new policies of Central Government.

Finally, Dean Zeng made a summary of the meeting. He believed that the employment situation of China has changed a lot in the last four years and researches on micro-data need to be enhanced on Quarter Review. In the meantime, long-term observing targets need to be set up in order to strength analysis and judgment of long-term employment situation. At last, he gave thanks to the support and efforts of the government, enterprises and the academia to the quarterly employment analysis conference. He hoped that all sides would further enhance communication cross border and collectively better take on the role of the think tank of governmental employment decision department.
