World Bank “Seminar on the development strategy of China's rural labor employment

May 25, Division of employment and income distribution of National Development and Reform Commission jointly organized a research seminar on “China's rural labor employment development strategy” together with the school of Labor and Human Resource of Renmin University.

Director Zhang dongsheng of Division of employment and income distribution gave a speech in the meeting.

Many leaders and experts attended the meeting, including deputy director Yin jiankun of Employment Promotion Division and deputy director Shen shuisheng of Division of migrant workers work of Ministry of Human Resource and Social Security, deputy director Huang yanxin of Industrial Policy and Law Department of Ministry of Agriculture, deputy director Zhao yuncheng and registrar Zhang Zhibin of Population and Employment Statistics Division of National Bureau of Statistics. The group of experts included dean Tian Xiaobao and researcher Zhang Libin of Academy of Labor and Social Security in China, deputy dean Zhang Chewei of Institute of Population and Labor Economics of CASS (Chinese Academy of Social Sciences), Professor Zhao Zhong and Associate Professor Tang Kuang and Lecturer Ge Yuhao of the school of Labor and Human Resource.

Deputy director Hu Deqiao of Division of employment and income distribution chaired the research seminar.

Dean Zeng Xiangquan of the school of Labor and Human Resources attended the meeting and gave a thematic report entitled "China's rural labor employment development strategy", which consists of five sub-reports.

The sub-report titled "Estimate of the future trend changes of China's rural surplus labor force" analyzed China's rural migrant labor force and status of the employment transfer and conducted a preliminary forecast for China's surplus rural labor force during 2011to2020.

The sub-report titled “the efficiency study of absorbing the rural labor force under effect of our different urbanization and industrial structure” found that “there are differences on the ability to absorb rural surplus labor force under different patterns of urbanization and industrial structure.” With the Urbanization patterns of “led to large cities, middle and small towns combinative development” and coordinated by high-tech labor-intensive manufacturing and service areas, cities and towns to absorb rural surplus labor had a highest efficiency.

The sub-report titled “Summary, contrast and choose of China's rural land transfer pattern” summarized the existing pattern of China's rural land transfer and came to some conclusions. Such as “the economic and social costs of patterns of land shares are minimized”, “Stability of the expected return of different patterns of land transfer is affected by different factors”, and so on.

Through summarizing the international advanced experience of rural labor transfer, the sub-report titled “Summary of international experience of rural labor transfer” pointed out that China should grasp the three aspects of the process “creation of demand for urban employment, protection of farmers out of agriculture, enhance of farmers work skills” and should enhance two kinds of ability “employment absorption capacity and capacity to transfer surplus labor of urban and rural”. In the specific implementation, China can learn from the advanced international experience, such as “Industrialization gave birth to the employment needs” “promoting rural labor transfer and urbanization”, “Concerned about the upgrading sessions of labor skills and encouraging farmers transfer to industrial workers”, and so on.

The sub-report titled “related policy analysis of rural labor employment since the founding of China” pointed out that “The policy decided the process of transfer of rural labor mobility. Economic policy-making depends on the choice of institutions and industrialization”.

Finally, research report made many policy recommendations. For example, “work focus of the China's rural labor employment should shift from quantity to quality of both the number of jobs and employment transition”, “Improving the quality of employment of migrant workers”, “combined with Industrial upgrading and development of small towns, promote the transfer of rural surplus labor to near place”, and so on.

The experts and scholars spoke highly of the report and conducted heated discussion from the academic and practical content of the report.

The report is a subject of research project “China's rural labor employment development strategy”, which is commissioned by the World Bank to the Division of employment and income distribution of the National Development and Reform Commission. Professor Zeng Xiangquan and other experts were hired to carry out the research. The aim of this research is to provide policy advice for national twelfth “Five Year Plan”.
