The Second Quarterly Review of China Employment was held successfully in RUC

In the afternoon of July 16, 2011, CIER successfully held 2011 Second Quarterly Review of China Employment at Room 347 of Qiushi Building,RUC. Hu Deqiao, Deputy Director of Department of Employment and Income Distribution, National Development and Reform Commission, Zhao Yuncheng, Former Deputy Director of Department of Population and Employment Statistics, National Bureau of Statistics, Current Director of International Information Statistical Research Center, Yin Jiankun, Deputy Director of Department of Employment Promotion of MHRSS, Zhang Zhibin, Division Chief of Department of Population and Employment Statistics, Wanglin, researcher of Department of Graduates Employment of National Ministry of Education, Hao Jian, HR Senior Manager and Senior Career Development Advisor attended the meeting. Professor Zeng Xiangquan, Director of SLHR and CIER,  Professor Yi Dinghong, Professor Ding Dajian, Professor Shi wei, Dr. Geng Lin, Dr. Ge Yuhao, Dr.Cui Yuxue, Dr. Wu Qiang, Dr. Hu Qi and other faculties and students participated in the meeting. The meeting was chaired by Professor Tang Kuang, Deputy Secretary of Party of SLHR, RUC and Deputy Director of CIER.

At the beginning, Professor Zeng Xiangquan briefly introduced the background and  main achievements of the meeting. He summarized main ideas of the conference, the main content and significance of this meeting. He thanked the government's support and also represented CIER to award two Secretaries Yu Faming and Zhao Yuncheng, who worked for a long time to give support and made important contribution to China's employment research, letter of appointment of Honorary Fellow of CIER. At the end of the meeting, Professor Zeng made a summery of this quarter's work and prospected future work.

Professor Ding Dajian made a report entitled “The Analysis of 2011 Second-quarter Chinese Labor Market Conditions-Based on the Data from Zhaopin.com and Suzhou Industrial Zone”. He gave a brief overview of employment situation in the first quarter of 2011, described the on-line recruitment data and analysed the overall employment situation and the CIER index changes of the second quarter of 2011, outlined the structural changes in market supply, and gave an in-depth analysis about the employment and other situation in different industries, occupations, regions (cities) and a typical region (Suzhou Industrial Park).

The main conclusions in the report are: In the second quarter, the CIER Index is 0.96, reaching its lowest point since 2008. It indicates that for job seekers, the employment situation is taking a turn for the better; Employment competitiveness decreased significantly in some industries; civil servants, public institutions and research institutions are the most competitive; CIER index was little changed in the city rank, but the growth rate of second-tier cities and the recruitment needs of job applications exceeded first-tier cities; Suzhou Industrial Park CIER indices associated with the Zhilian national trend data is basically the same, but significantly decreased, reflecting the region's labor supply has become tighter.

Subsequently, Dr. Ge Yuhao made a report of “The Analysis of 2011 Second-quarter Chinese Employment Situation and Policies”. The report indicated that: (1) China's economy maintained steady and rapid growth, GDP reached 20.4459 trillion yuan in the first half of the year, business confidence index declined, while business sentiment index rose; (2) employment situation remains stable, but overall employment situation cannot be relaxed; (3) 21 employment policies were published in the second quarter, support to various types of groups was further increased; (4) through the classification and analysis of the employment policies, the focus is to promote the employment of university graduates and people with disabilities.

Associate researcher Geng Lin made a reported entitled "Association analysis between CIER index and macroeconomic performance targets" with the updated research results. She concluded that: (1) power generation, urban fixed asset investment, currency supply, total retail sales, CPI, import and export volume index and other indicators have relatively stable long-term equilibrium relationship with CIER index; (2) CIER index and the macroeconomic indicators were significantly causal relationship; (3) CIER index has lagged response to the macroeconomic indicators, mostly in 2-3 weeks, and the response duration is long. That is, after two to three months of changes in the macroeconomic indicators, CIER indices occurs significant change.

The attended officials expressed their views and comments on the reports above. They spoke highly of the analysis and researches made by CIER in the Second quarter, and made important recommendations especially on the future theme of the report, way of further cooperation and research.

Participants of the meeting are sincerely pleased for more than two years' close cooperation and fruitful results. They are ready to continue to run the quarterly  employment analysis meeting, serve for the state's employment priority strategy, give advice and suggestions for the state's "Twelfth Five Year Plan" smooth implementation.
