On the morning of March 1st, China Association of Employment Promotion (CAEP) hold the  "Current Employment Issues Seminar" in Beijing. Xin Changxing, the deputy minister of MOHRSS, attended the meeting and made a speech. This seminar was chaired by Zhang Xiaojian, the former deputy minister of MOHRSS.

Pro. Zeng Xiangquan was invited to the meeting and made a key speech about "Change of CIER Index", elaborated  study research launched by CIER since Financial Crisis.
