Global Deans' Forum on labor Science was held in RUC

On June 12, 2010 2:00 PMthe Tenth China Forum on the Humanities and Social Sciences---the Special Session ‘Global Deans` Forum on Labor Science’ was held in the 2nd Conference Room, Yifu Conference Centerl at Renmin University of China. The theme of this forum is “Development of Labor Science in the Era of Globalization: Current situationsProblems and prospects”. Professor Zeng Xiangquan-Director of CIER, Dean of SLHR from Renmin University of China, Professor Savas • Kuruiweila- President of Cornell University’s Industrial and Labor Relations International Projects and Professor David • Fan Gede- Dean of Rutgers University’s Faculty of Management and Labor Relations delivered an opening address representatively as organizers of the conference.

Professor Zeng Xiangquan welcomed guests to participate in the Forum. He introduced the background of the forum. He pointed out that labor markets are subject to change in some of the major impact of globalization both in developing and developed countries, and there have been some common concern, such as the decentralization of collective bargaining and the individualization of labor relations, labor market’s contradiction between flexibility and security. These issues put forward challenges and new demands on scientific research and personnel training and other aspects. People need to work together to discuss and resolve these complex issues. He expressed hopes to promote the development of labor science in the world by sharing, exchange and dialogue.

One of the organizers, President of Cornell University’s Industrial and Labor Relations International Projects, Professor Savas • Kuruiweila made a speech as the representative of Dean Katz. He first thanked School of labor and human resources of Renmin University of China for organizing this forum. He was very pleased to be able to participate in this forum. He pointed out that, since the labor issues have become more and more important, we need to exchange information on the development of related disciplines and research, and discuss the challenges that we faced together, so that we have a better understanding of the problems in this area. One purpose of cooperating with School of Labor and Human Resources is to strengthen our voice in this area through international cooperation. We need to know different countries` development in the area of labor scientific research, education and personnel training. He expressed hopes that this collaboration can help China and other countries` researchers and students in their greater development in this regard.

Dean of Rutgers University’s Management and Labor Relations Professor David • Fingold pointed out that this forum is opening with the World Cup and we all know that the World Cup is the sport event that the most population watched at the same time around the world. He said that all of us here now are representatives of these projects and universities from around the world, and we share some of our experiences and insights. This is similar with the World Cup. He said that they have annual meetings on labor and employment relations in North America and University presidents, deans and scholars will participate in the annual meeting to discuss the new challenges and opportunities. But he thought it is not enough, and we need to create a larger platform to further the discussion and to find some solutions from Dean's point of view.

Global Deans`Forum on labor Science is divided into four parts. The first part of the Forum is chaired by Professor Bruce Kaufman who is an American labor economist and labor relations expert from Georgia State University’s Faculty and the Institute of Employment Relations. The forum discussed the challenges and opportunities that we will face in the field of personnel training in the 21st century. Professor John W • Budd who is the director of University of Minnesota’s Carlson School of Management of Human Resources and Labor Research Center, Professor Tania saba who is the Associate Dean of the University of Montreal Canada’s Faculty of Industrial Relations, and Professor Francisco Javier Gomez Abelleira who is the Associate Dean of social and Law from Carlos III University of Madrid in Spain respectively introduced the projects of their school. Professor Wang Yijiang who is the Associate Dean of Cheung Kong Graduate School talked about CEO training in human resource management courses; Professor Sun Jianmin who is the Associate Dean from Renmin University of China talked about the concept of human resource management; Professor Feng Xiliang who is the Associate Dean from Capital University of Economics and Labor Economics talked about the labor problems of science education and personnel training in the social change.

After a short break, the Forum step into the second round of discussion. The theme of the discussion was “the change of Global labor market, labor relations and human resource management and their impact on labor relations and human resource education since the 1980s” which was moderated by Professor William Brown who is the Chairman of University of Cambridge’s Faculty of Humanities and Social Sciences and the Dean of Darwin School. Professor Brown first talked about a number of changes in the labor market since the 1980s, such as the erosion of labor standards due to increasing competition and the resulting impacts on social stability. He pointed out that in labor science education and training course, we should help students understand the needs of labor, capital and the government. Then Professor Lena K. Gonäs who is the Dean of Sweden Karlstad University’s School of Economic Science, Communication and Information Technology, Professor Lai Desheng who is the Dean of Beijing Normal University’S School of Economics and Business Administration, Professor Cui Xun who is the Associate Dean of Nankai University’s Business School and Professor Tang Zhimin who is the Vice President of Chinese Academy of Personnel Science respectively presented their views.

On the afternoon of June 13, Global Deans’ Forum on Labor Science was continued. The third theme was “trends in the field of labor science research.” The meeting was moderated by Professor Stephen Frenkel who is the former president of New South Wales University’s School of Organization and Management. Professor David Finegold who is the Dean of Rutgers University’s School of Management and Labor Relations talked about the ten points of the labor science education projects; Professor Tian Xiaobao who is the Dean of China Academy of Labor and Social Security raised several points on the development of China's labor economy; Professor Yao Xianguo who is the Dean of Zhejiang University’s School of Public Administration talked about the development of China labor and social security research and key research areas; Professor Shen Qinqin who is the vice president of Labour Relations talked about the ten challenges and opportunities in the field of labor scientific research. In addition, Professor Chee-Leong Chong who is the Dean of Singapore SIM University’s School of Science and Technology and Professor Stephen Bach who is Committee of the King's College London Management Research and the Chairman of PhD project expressed their opinions and views on the subject.

Professor Zeng Xiangquan chaired the discussion. Deans had discussed “the issue of global labor Science Education and Training". Many professors delivered a speech on this theme: Professor Savas • Kuruiweila who is the President of Cornell University’s Industrial and Labor Relations International ProjectsProfessor Mitsuhide Shiraki who is the President of Waseda University’s International Education CenterProfessor Xu Guangzheng who is the director of Taiwan Chinese Cultural University’s Institute for Labour Studies Curriculum CommitteeProfessor Anil Verma who is the director of Toronto University’s Rotman School of Management industrial relations and human resourcesProfessor Paul J. Gollan from London School of Economics and Politics and professor Zhou Wenxia from renmin University of China. These professors introduced the situation of labor Science Education and training in the United States, Japan, Chinese Taipei, Canada, Britain and China and exchanged views on relevant issues.

After the speech, the students actively asked questions and the experts made responses on the establishment of independent labor science schools and the advantages of labor science.

Finally, under the proposal of Dean Zeng Xiangquan, all members that participated the Global Deans’ Forum on Labor Science signed Beijing Declaration of Global Deans’ Forum on Labor Science. The declaration announced to promote the development of the global labor science through teaching, research, exchanges and scientific cooperation in the context of the Dean's duties. It highlighted the theme that labor science is the main source of knowledge and wisdom to resolve the labor problems.
