The Third Quarterly Review of China Employment: 2009 Third-Quarter Analysis

At 9:00 on October 18, CIER successfully held 2009 Third-Quarter Quarterly Review of China Employment at Room 347 of Qiushi Building of the RUC. Deputy director of Department of Employment and Income Distribution of Development and Reform Commission Deqiao Hu, deputy director of Department of Population and Employment Statistics Yuncheng Zhao, deputy director of Department of Employment Promotion of MHRSS Chunhui Li, CEO of Zhaopin Peng Zhao and Senior Data Product Manager of Zhaopin Jian Hao attended the meeting. Director of SLHR Professor Xiangquan Zeng, Professor Wenxia Zhou, Professor Zhong Zhao, Professor Kuang Tang, Professor Dajian Ding, Professor Lilin Li, Dr. Lin Geng, Dr. Yu Hui and Dr. Yuhao Ge and other teachers and students participated in the meeting. The Meeting was chaired by Professor Kuang Tang, deputy secretary of Party of SLHR of RUC.

At the beginning Director of SLHR and CIER Professor Xiangquan Zeng briefly described the schedule of the meeting and before the end of the meeting summarized the main features and the results achieved of this meeting.

Professor of SLHR Dajian Ding made a report entitled The Analysis of 2009 Third-quarter Chinese Labor Market Conditions-Take Network Recruitment Data as an Example. The report got the following conclusions: in the third quarter of 2009, the employment situation continued the improvement trend and pace in the second quarter, easing the pressure on employment; the improvement of employment situation in the third quarter is due to a strong increase of the labor market demand and a slight decrease in the number of job seekers; From the view of urban and industrial, the employment situation of all cities and sectors has significantly improved compared to it in the second quarter has been, but employment pressure of some professional is still high. Compared to last report, this report has improved the calculation method of Competition Index is and added the analysis of different occupations.

Deputy secretary of Party of SLHR Professor Kuang Tang made a report entitled The Analysis of 2009 Third-quarter Chinese Employment Policies. The report analyzed nine politics relevant to employment launched in third quarter of 2009 and emphasis on Notice: Promoting Women's Entrepreneurship by Improving Discount of Micro-finance Secured Loans which were launched by Women's Federation. The report made an important conclusion that the focus of politics changes whiles the economic situation changes.

Deputy Director Yuncheng Zhao, Deputy Director Deqiao Hu and Deputy Director Chunhui Li spoke highly of the analysis and research of the Chinese labor market conditions in the third quarter made by CIER, as well as raised their expectations and recommendations, for instance, the meeting should be held in advance, and policy interpretation and evaluation should link more with the reality and so on.

This meeting also introducted the research determined in last meeting. In the research Improve Labor Market Efficiency and Reduce the Cost of Employment of University Students - On the Feasibility of the Reform of Tripartite Agreement System, the reporter analyzed of history and current problems of tripartite agreement system and provided some feasibility ideas of reform. The report Job Vacancies and Short-term Prediction mainly analyzed the possibility of taking job vacancies as a leading indicator of the labor market, and pointed out that the indicator could predict economic recession but not economic recovery. In Summary of time series seasonal adjustment methods, the reporter centered on the X-11 series methods and the application of the model TRAMO / SEATS in seasonal adjustment. Employment Policy Under Financial Crisis summarized and collated the employment promotion policies of different countries which aim to deal with the devastating effects of the financial crisis on the labor market, and evaluated the effectiveness of employment promotion policy.

From 2004, China Institute for Employment Research under the guidance of philosophy that "rooted in the local, from an international perspective, knowledge contributes, decisions support", has researched employment problems in China with great efforts and published substantial valuable research results. China Employment Strategy Report 2004: Employment Environment and College Students' Employment, China Employment Strategy Report 2005-06: Measurement of Employment and Unemployment Facing the Market, China Employment Strategy Report 2007: Labor Market Intermediaries and employment promotion, etc, had significant influence at home and abroad, have become milestone achievement of China Institute for Employment Research, and well served the study and construction of national 11th five-year labor and social security development plan. China Employment Strategy Report 2005-06: Measurement of Employment and Unemployment Facing the Market, gained the 9th Beijing Excellent Achievements in Philosophy and Social Science First-class Prize. China Employment Strategy Report 2004: Employment Environment and College Students' Employment gained China Labor Science Society Excellent Achievement First-class Prize and the 8th Beijing Excellent Achievements in Philosophy and Social Science Second-Class Prize. The initiating of “The Quarterly Review of China Employment " signified that China Institute for Employment Research began to pay attention to the study and analysis of short-term labor market change, based on the research achievements of medium- and long-term employment. " The Quarterly Review of China Employment” and China employment quarterly report will be another highlight of the work of China Institute for Employment Research.
