On July 21, China Institute of Employment Research and Zhilian Zhao Pin solemnly held the 2016 Chinese CIER report meeting with the theme of "new economy, new opportunities" at the Yifu Meeting Hall. Fan Gang, Member of Monetary Policy Committee and famous economist, Zhang Bei, Vice-President of Didi Taxi and President of Institute of Policy Research, You Wuyang, Vice-President of Alibaba Research Institute, Guo Sheng, CEO of Zhilian Zhao Pin, Professor Zeng Xiangquan, Director of CIER, Professor of SLHR, etc., participated in this meeting and delivered speeches. Directors of Human Resources Departments from more than 300 large domestic enterprises, tens of domestic and overseas key news media also participated in the meeting.
Professor Zeng Xiangquan, Director of CIER, firstly introduced the employment situations of the first half of this year and formally released the CIER report in the second quarter of 2016. The report says that CIER index slightly increased in the second quarter of 2016, and increased from 1.71 for the first quarter to 1.93. The enhancement of CIER mainly benefited from the development of new economic structures and new functions of IT, E-businesses and logistics. The report also says that the change of employment market presents the different features as night and day that IT, E-businesses, finances and logistics are boomingly developing, while the recruitment demands of traditional manufacturing industries, energy sources, mineral products, etc. are continuously depressed. The report predicts that the periodic component of CIER index still probably slightly decreases, but the decreasing space is limited. Under the effect of long-term trend of demand exceeding supply and seasonal factor of the labor market superposition, CIER index in the third and fourth quarter of 2016 will probably increase. Employment situations will probably remain stable.

Guo Sheng, CEO of Zhilian Zhao Pin, specifically analyzed structural differentiation of employment market, and emphasized the important role of mobility in solving the employment difficulties. According to the platform big data from Zhilian Zhao Pin in the second quarter, the imbalance between demand and supply in labor force was mainly shown up in four aspects. Firstly, area distribution of employment opportunities was unbalanced. Online positions of eastern area have currently been highest, accounted for 73% of national gross, but the provinces of large populations were mostly in middle and western areas. Secondly, city distribution was unbalanced. The number of employed people in first-tier cities was the highest, and the attraction of new first-tier cites to talents has been increasingly rising, but the phenomenon of outflow of talents in second-tier and third-tier cities was distinct. Thirdly, industrial distribution was unbalanced. Driven by the country policies and new economic development, employment situations of IT, finance etc. were best, but recruitment demands of traditional service industry, manufacturing industry, energy sources, mineral products, etc. were still depressed. Finally, enterprises scale distribution was unbalanced. Employment situations of micro-enterprises were best, and the demands on talents were highest, but supply of talents was insufficient owing to the restrictions of employer brand, welfare and salaries. The demands of medium-sized and small enterprises on talents were relatively high, and the competitions were most fierce. The recruitment demands of large enterprises were alleviated, but the competitions were also fierce. In order to solve the problem of structural out-of-balance of domestic labor resources, Guo Sheng proposed that future labor market should embrace new employment situations and encourage diversified employment. In the meantime, reasonable talents mobility can be reached by reforming regional restriction caused by the household registration system. For the region that the employment situations are relatively poor, employment service system can be built by the union of government and enterprises, and professional skills of labors can be improved, and best matches between talents and jobs can finally be reached.

Zhang Bei, Vice-President of Didi Taxi and President of Institute of Policy Research, delivered a speech on the promotion effect of mobilized travel industry on employment and emphasizing the example of re-employment situation in provinces under de-capacity. He introduced that more equal, free and flexible employment opportunities have been provided for 13.3 million drivers by the Didi travel platform by April, 2016, wherein more than 1.86 million females have realized the employment. 3.886million flexible employment opportunities have been provided for 17 major de-capacity provinces. New employment opportunities and living allowances have been provided for 0.53million employees from steel, coal and other industries with outdated capacity, wherein nearly 80% employees from de-capacity industries have acquired the rewards which were higher or equal to original ones by acting as full-time Didi drivers.

You Wuyang, Vice-President of Alibaba Research Institute, delivered a speech on the topic of new employment--- an interpretation based on the e-business ecology of Alibaba. He distinguished the characteristics between new economy and old economy in terms of techniques, structure, operation, system etc. He indicated that over 1.5million employment opportunities have been created by retail business ecology of Alibaba and Tao girls, thirdpartners, Taobao customer services and other new occupation roles and many new employment method including wearing different hats, working at home, co-work in mesh pattern, task-based organization, etc. have been created by the e-business ecology. He also concluded eight new employment trends under new economy including platform-based employment, entrepreneurial employment, flexible employment, distributed employment, account-based employment, highly classified occupations, professional individuals, raising well-being, etc.

Fan Gang, Member of Monetary Policy Committee and famous economist, presented his point of view on macro-economy and employment, domestic economic periodic change and employment policies. He fully affirmed the issue of CIER report. As for the complex connection between macro-economic changes and employment market, Fan Gang said that the development of private enterprises and the development of new employment situations and new economy play an essential role in the stabilized process of Chinese economy. No matter how economy periodically changes and how the whole market changes, our employment is always increasing. Thus, from this perspective, we ought to have faith in Chinese economy. Chinese economy can land softly. No severe problem will arise and we can go through this periodic fluctuation as long as there are no large social crises or social employment problems which can bring about the un-stabilization in social psychology. China will enter a new round of increase with a more optimized structure. Meanwhile, he emphasized that we should insist on promotion of de-capacity, surviving of the fittest, merging and reunion. Breaking old things, new things will grow up rapidly.

At the end of the conference, Fan Gang, Zhang Bei, Guo Sheng, Hao Jianbin etc. had a round-table discussion about the macro-economic adjustment, development of e-business, the influence on traditional industries by sharing economy, and how to response to new changes of employment trend for enterprises and employees and answered audiences’ questions. Professor Zeng Xiangquan supported the round-table dialogue.

The CIER indexes have clearly showed the dynamic situations of Chinese employment market and have revealed the changes of the operating conditions of Chinese economy by now.
