On December 3rd, the "Public Service Policy of Chinese Youth Employment" Seminar was held in Beijing by the Ministry of Human Resources and Social Security of Labor and Science Research Institute, and the International Labor Organization.

The leaders and experts, which work in the Ministry of Human Resources and Social Security of Labor and Science Research Institute, the International Labor Organization, All China Federation of Trade Unions, and the China Enterprise Confederation, have a deep exchange and heated discussion on the present situation of the Chinese youth employment, the evaluation of the pubilic service policy, the database establishment, and so on.

Zeng Xiangquan, Director of CIER and Professor of School of Labor and Human Resources of Renming University of China, was invited to attend the seminar and demonstrated the research achievement of the "Typical Case of Chinese Youth Employment Implementation, which was entrusted by the International Labor Organization. With ananlyzing the various important policies in recent years which promotes the Chinese youth employment, such as starting up businesses, the college students being as village officers, the trainee system and the peasant workers training, the professor Zeng gave an objective description and characterization about the typical case of the youth employment under th support of the above policies; made a thorough analysis of the main reasons for its success; evaluated systematcally the level of employment and the improvement of the employment quality, the improvement of the individual ability of the policy beneficiaries and the increase of the social value. He believes that the policies and measures of the Chinese goverment will provide the reference and help for promoting the formulation and implementation of scientific policies in more countries and regions in the future.

Tim De Meyer, Director of International Labor Organization in Beijing, Carmela Torres, Senor Expert of Skill and Employment Ability of International Labor Organization in East Asian and Pacfic, Matteu Cognac, Expert fo Youth Employment of International Labor Organization i East Asian and Pacific, Wang Junfang, Vice-Director fo Ministry of Human Resources and Social Security of Labor and Science Research Institute, Deng Baoshan, Project Expert of Ministry of Human Resources and Social Security of Labor and Science Research Instittute, Wu Houde, from Division of Peasant Workers of Ministry of Human Resources and Social Security of Labor and Science Research Institute, Ma Chao, from International Cooperation Department fo Employees Section of China Enterprise Confederation, and Wang Long, from Legal Department of the National Federation of Trade Unions, expounded respectively the research results and opinions on the youth employment problem from different perspectives.
