The Third Quarterly Review of China Employment Was Held Successfully in RUC

On October 18, 2013, CIER successfully held 2013 Second Quarterly Review of China Employment at Room 347 of Qiushi Building, RUC. Deputy Director of Department of Employment and Income Distribution, National Development and Reform Commission Hu Deqiao, Deputy Director of Department of Employment Promotion of MHRSS Zhang Ying, Deputy Director of Department of Population and Employment Statistics Peng Yongtao attended the meeting at invitation. Professor Zeng Xiangquan, Director of SLHR and CIER Researcher Ding Dajian, and other research staff Geng Lin, Ge Yuhao, Guo Yu, Zhao Liqiu, Zhang Hao, Chen Xuan also participated in the meeting. The meeting was chaired by Professor Yi Dinghong.   

Researcher Ding Dajian, head of Data Center of SLHR, made a report entitled “The Analysis of 2013 Third quarter Chinese Labor Market Conditions Based on the Data from Zhaopin.com and Suzhou Industrial Zone”. He gave a brief overview of employment situation in the second quarter of 2013, described the online recruitment data and analyzed the overall employment situation and the CIER index changes of the third quarter of 2013, outlined the structural changes in market supply, and gave an in depth analysis about the employment and other situation in different industries, occupations, regions (cities) and a typical region (Suzhou Industrial Zone). The main conclusions in the report are: (1) CIER quarterly index declined slightly, but the long-term downward trend slowed; (2) This quarter decline in job supply was faster than expected, and it became the main driving force of CIER index; (3) The competitive pressures of employment was still large differences among all industries and occupations, and it mainly reflected the impact of some institutional factors; (4) Inter-city and inter-regional competitive pressures of employment was narrowing, which indicated that barriers to the labor regional flow was reducing; (5) Employment competitive pressures of different types organizations had large differences and tended to expand, while the pressure of enterprises of different sizes tended to narrow; (6) The employment pressure in Suzhou Industrial Zone was easing but it was still in the high of our nation.  

Associate researcher Geng Lin made a report entitled "Analysis of CIER index based on the labor market” with the updated research results since July, 2008 till September, 2013. Conclusions are drawn by the basic situation of macro economy introduction, the trend and period analysis of CIER index, the analysis between CIER index and relevant macroeconomic indicators; predictive analysis on CIER index showed that: (1) The long-term trend index of CIER had been in a process of decline, while the cycle index decreased dramatically in the second quarter of 2013 and recovered weakly in the third quarter; (2) The cycle item of CIER monthly index roughly corresponded with the PMI of manufacturing employees and HSBC manufacturing employment, which showed significant negative correlation; ( 3) The cycle item of CIER monthly index and macroeconomic index showed significant negative correlation; (4) CIER monthly index of the fourth quarter of 2013 will drop slightly than the third quarter and this expectation coincided with the economic recovery trend.  

After that, the Deputy Director Hu Deqiao, Zhang Ying, Peng Yongtao and so on spoke highly of seminar for the efforts of our researchers and exchanged their own viewpoints with the experts.    

At the end, Dean Zeng made a summary of the meeting. He believes that in the next step e should pay more attention to the impaction of total labor supply changes on employment, and promoting construct employment quality index system. He gave thanks to the support and efforts of the government, enterprises and the academia to the quarterly employment analysis conference. He hoped that all sides would continue work together to implement the goal of promoting quality employ in the “eighteen" report.
