On April 14, 2013, CIER successfully held 2013 First Quarterly Review of China Employment at Room 347 of Qiushi
Building, RUC.Deputy Director of Department of Employment and Income Distribution, National Development and
Reform Commission Hu Deqiao, Deputy Director of Department of Employment Promotion of MHRSS Zhang Ying,
Deputy Director of Department of Population and Employment Statistics Peng Yongtao, Zhilian Zhao Pin Product
Operation Executive Director Hao Jian attended the meeting at invitation. Professor Zeng Xiangquan, Director of
SLHR and CIER,Researcher Ding Dajian, and other research staff Geng Lin, Ge Yuhao, Zhang Hao, Zhao Liqiu,Zhang
Wei,Cui Yuxue,Hao Yuming,Yang Yumei also participated in the meeting. The meeting was chaired by Professor of
SLHR Zhao Zhong.

Professor Zeng Xiangquan
Researcher Ding Dajian, head of Data Center of SLHR, made a report entitled “The Analysis of 2013 First quarter Chinese Labor Market ConditionsBased on the Data from Zhaopin.com and Suzhou Industrial Zone”. He gave a brief overview of employment situation in the fourth quarter of 2012, described the online recruitment data and
analysed the overall employment situation and the CIER index changes of the first quarter of 2013, outlined the
structural changes in market supply, and gave an in depth analysis about the employment and other situation in
different industries, occupations, regions (cities) and a typical region (Suzhou Industrial Park). The report is written
by researcher Ding Dajian. The main conclusions in the report are: (1) In the first quarter of 2013, the CIER index
was lower than the same period in the last year, but compared to the last quarter it rose slightly, to 0.73; (2) Although
the largest number in job seekers was terminated employees, the proportion of them changed little and the employment
situation was stable; (3) The competitive pressures of employment was still large differences among all industries;
(4) In this quarter, job supply in Suzhou Industrial Zone suddenly enlarged, resulting in the pressure on employment
increased suddenly; (5) From city scale, the pressure of employment competition of the first cities and the second
cities significantly increase compared with the previous quarter, and the first citys pressure of employment competition
is still higher than that of the second city. From region, The CIER index of the eastern increased in the relative ratio,
while the central and western regions decreased in the relative ratio. The pressure of employment competition of the
eastern was higher than the central and western regions; (6) The CIER index of the minor enterprises rose evidently,
while the large enterprises rose modestly; (7) The CIER index of all types of enterprises decreased in the relative ration
except state-owned enterprises, and the most evident was state organs.

Subsequently, Dr. Ge Yuhao made a report of “The Influence of Urbanization on Employment”. The report indicated that:
(1) Urbanization is a natural process of social development and the governments should have a clear understanding of
the role they play in it; (2) Urbanization is not a purpose and we want to adjust the industrial structure, employment
structure and the relations between urban and rural areas through this mean, so we can promote sustained and
stable economic growth; (3) Two conditions of urbanization: the development of agricultural production technology
and the demand for low levels of labor in urban sector; (4) Our country’s feasible urbanization road is small town instead
of metropolis.
Associate Professor Ge Yuhao
Associate researcher Geng Lin made a report entitled "Analysis of CIER index based on the labor market” with the
updated research results since July, 2008 till March, 2013. Conclusions are drawn by trend analysis and correlation
analysis on CIER monthly index, number of job hunters and recruiting numbers; dynamic relevance between CIER
monthly index and relevant macroeconomic indicators; predictive analysis on CIER monthly index. Later, she made
another report entitled “The Employment Effect of the Upgrading of Industrial Structure”. In the report, she analysed
the theory of the changes of industrial structure, the point of the upgrading of China's industrial structure and employment
structure relations, the trend of China's three industrial output structure and employment structure, the regional
difference of employment structure in China.

After that, the Deputy Director Hu Deqiao, Zhang Ying, Zhang Zhibin, chief inspector Hao Jian and so on spoke highly of
seminar for the efforts of our researchers and exchanged their own viewpoints with the experts.

At the end, Dean Zeng made a summary that the meeting maintained pragmatic and laid foundation to further study.
He said the employment situation in this year is generally stable through a review of all a year round. He gave thanks to
the support and efforts of the government, enterprises and the academia to the quarterly employment analysis
conference. He hoped that all sides would continue work together to implement the goal of promoting quality employ
and urbanization actively and steadily.
