On December 29, the “China Human Resource management- new year report 2013” was held in the Rulun lecture room of RUC. Elites from academia, political and business circles exchanged ideas revolving the theme “caring and happiness: human resources management beyond the mission and the pursuit of performance”, and reviewed important events of the human resource market in 2012.
Happiness, as one of the keywords in China in 2012, has been attached great importance for the masses of the people and the government. Hu Jintao's report to the 18th National Congress of CPC has transformed the idea of expanding employment coverage to promoting employment quality, which sends a message to us: that the well-being, as the same as the economic index, has been a standard of measuring people's life and work quality. Under this circumstance, the New Year report discusses the new pursuit of happiness in the labor market, which is of profound and practical significance.
The 7th New Year report was jointly organized by the school of labor and human resources of RUC and Beijing Talent Work Leading Group Office, as well as the Chinese Academy of Personnel Science. About 1200 people from the political, academic and business community attended the meeting.
He Xian, the vice minister of the Ministry of human resources and social security of P.R.C, Cheng Tianquan, the Secretary of the RUC Party committee, and Yan Cheng, the vice minister of the Organization Department of Beijing Municipal Committee attended the opening ceremony of the New Year report with other leaders and guests. Professor Zeng Xiangquan, Dean of the school of labor and human resource hosted the opening ceremony.
He Xian, the vice minister of the Ministry of human resources and social security of P.R.C mentioned that the school of labor and human resources is a place that gathers experts of human resources and social security, and has maintained a good relation of cooperation with the Ministry of human resources and social security. The experts from the school have participated in many major subjects of the Ministry, and have played an important role in the scientific decision of human resources and social security. In the new situation, the national human resources and social security department will strengthen the cooperation with SLHR and contribute to the course of scientific development of human resources and social security.
Cheng Tianquan spoke highly of the significance of the report and the school’s outstanding achievements in the past 30 years. He pointed out that, after long-term efforts, the school had achieved fruitful results in the field of employment, income distribution, labor relations, human resources development and management, social security.
Yan Cheng, Vice Minister of the Organization Department of Beijing Municipal committee, summed up the progress and the challenge of human resources development in Beijing, and casted some questions to the present experts and scholars, including "how to promote the coordinated development of education, science and technology, and talent ", " effective ways to implement the talent management by the party ", which invoked the guests and the audience to think deeply.
Professor Zhang Weiying from Guanghua School of Management, the Peking University was invited. He made a speech on "market and human happiness" from an economic point of view, and reviewed the history of human thought, depicted the history of human pursuit of happiness, and emphasized on the internal relationship between market and human happiness. Professor Zhang’s speech received a big applause.
Dean of School of Labor and Human Resources, Professor Zeng Xiangquan reviewed the major events of China's human resource market in 2012 and also predicted the trend of China's labor market in the coming year. He pointed out that China's future labor market will face five major trends: the turning point of the income distribution is coming, the reform of institutions is facing three challenges, the state will attach great importance to the introduction of international talent, the institution reform of the new government, quasi urbanization to the real urbanization and so on.
Yu Miao, the director of the personnel department, the Organization Department of Beijing Municipal committee, director of human resources research center of Beijing, presented a detailed analysis of the present situation of Beijing’s human resource management in public sector in 2012 from the angle of mission, direction and path. In the course of his speech he repeatedly stressed that the mission and the pursuit of public sector human resource management is "everyone can be talent, everyone exploit their potential to the fullest", as mentioned in the Hu Jintao's report to the 18th National Congress of CPC.
Guan Zhihua, the Chairman of the board of BASF Greater China, president of the BASF China Limited Company, shared Multi-National Corporation’s experience in the area of human resources management from the perspective of entrepreneurs. He put forward that the key to the sustainable development of human resources is to establish the best team.
Zhao Jiahui, the regional director from the Greater China region of the Accenture consulting company, pointed out that enterprises need to strengthen the ability of organization and individual to meet the employment challenge.
Professor Yang Weiguo, from the School of labor and human resources, proposed the concept of happiness productivity, and pointed out that enterprises should transfer from the employee assistance program (EAP) to the employees happiness plan (EHP) and puts forward a feasible solution.
In the second half of the conference, the excellent team of teachers from the school presented their latest research results. They discussed their ideas deeply and systematically from the perspectives of happiness, measurement, problems and countermeasures.
Professor Peng Jianfeng pointed out in his report " the effective era of human resources management" that, Chinese enterprises are in qualitative changing and transition era, human resource is facing ten major upgrades, and Chinese human resources management is going into the performance times. He thought that, only by living with value, dignity and the sense of achievement, can people have a heartfelt happiness.
Professor Cheng Yanyuan's report was entitled "interpretation of the modification of Labor Contract Law: the labor dispatch decides on what path to follow". On the 28 of this month, Committee of National People's Congress announced a modification of labor contract law, and it was just the next day that Professor Cheng shared her analysis and interpretation of the labor contract law’s modification on labor dispatch with the present audience.
Professor Lin Xinqi, from the angle of the macroscopic, and the perspective of national strategy made a speech on " opportunities and fairness in the human resource management and development " and proposed important policy recommendations such as "boys and girls should have different age entrance regulations", "further implementing the equalization of educational resources".
Associate professor Xu Shiyong launched his speech on "employee’s happiness and behavior", summarized the relative research on happiness, and interpreted important theoretical problems such as "what is happiness", "why a man would be happy", "how to get happiness", "if you have happiness, so what? " .
Associate professor Liu Songbo launched the analysis on the "occupation plight and breakthrough of human resource practitioners", and talked about the current four inherent contradictions and four equilibriums in the human resource occupation.
Associate professor Su Zhongxing's report was entitled "ten big trends for Chinese human resource management under the background of love and happiness". He pointed out that, caring and happiness is not only the method of human resources management, but also the objective.
Professor Shi Wei took "performance management: from the result oriented to process oriented" in the title, combining with his field research, pointed out that if a manager do not pay attention to process, a lot of unhappiness and lack of caring may happen. He called on the academic circles to do further research on the relationship between performance and happiness.
Finally, Professor Sun Jianmin concluded the conference with a speech on "who are happy people: factors influencing employee’s happiness index and well-being". He started with the definition of happiness, showed the current situation of practitioners’ sense of happiness with accurate data, combining with the research results of his own, and deeply analyzed three factors that affect human well-being. He pointed out that, happiness depends on the person, but not other factors.
The New Year report lasted for one day, and was ended perfectly with warm applause. The conference was hosted by Professor Zhou Wenxia and Shi Wei, and was reported by the media of Sina finance and economics.
