“China Human Resources Strategy Summit” was convened on November 14. Professor Zeng Xiangquan, Dean of School of Labor and Human Resources in Renmin university of China, was invited to the meeting and gave a speech named "create new advantages of our human resources". In the speech, he put forward the concept of "blue cost”. He thought that, to a great extent, the rapid development of China's economy enjoy labor force dividend consist of the strong contrast of the rapid labor productivity, low labor costs and low investment in human capital, paying “blue cost” underpinned by labor unlimited supply.
